With Microsoft changing their update process to cumulative updates, KB2919355 may not install as part of the normal Windows Update process. Here's how to manually install this KB.

Apr 13, 2014 My Dell XPS won't complete the 8.1 update KB2919355. Tried all the suggestions (sfc, dism, delete distribution files, manual download). Still getting 0x80070002 error, anything new?
7 Steps total
Step 1: Download KB2919355 and associated updates
Go to https://www.microsoft.com/en-us/download/details.aspx?id=42334 and download all the updates into a single folder.
With the exception of the clearcompressionflag executable these updates will all say Windows 8.1.
Step 2: Download prerequsites
Download KB 2919442 from http://www.microsoft.com/en-us/download/confirmation.aspx?id=42153 and put it in the same folder.
This update will say Windows 8.1.
Step 3: Install Windows Server 2012 R2
Install and activate Windows Server 2012 R2 from your media/iso image.
Step 4: Install KB2919442 and KB2919355 and restart
Install clearcompressionflag.exe
Install KB2919442
Install KB2919355. This is a long installation.
Restart your server when requested.
Install KB2919442
Install KB2919355. This is a long installation.
Restart your server when requested.
Step 5: Verify KB2919442 and KB2919355
Open Windows Update and look at the Update History view. The two updates up just installed should be it.

Step 6: Install remaining updates in the following order
Install KB2932046 and restart
Install KB2959977 and restart
Install KB2937592
Install KB2938439 and restart
Install KB2934018 and restart
Install KB2959977 and restart
Install KB2937592
Install KB2938439 and restart
Install KB2934018 and restart
Step 7: Verify all updates are installed
Open Windows Update and view the update history to ensure all updates are installed.
Once you've done the steps above you can continue configuring your server. Some services, such as SQL Server 2016 require KB2919355 be installed. Unfortunately the new cumulative update model doesn't install this update, which contains changes to how Windows Update operates.

I just ran Windows Update for the first time and it downloaded a slew of initial updates, then rebooted. I had Windows Update check for updates again and it installed 2 additional updates without a reboot, listed below:Security Update for Windows Server 2012 R2 (KB2961908) without KB2919355

However, I checked all the updates which were installed and KB2919442 is not listed. From what I've read KB2919442 should be installed before KB2919355. When I double click on clearcompressionflag.exe file I receive 'This App can-t run on your PC'. I tried to re-download the file, change the compatibilty mode, unblock the file, run as administrator, turn off DEP, Firewall, disable Ms Defender and none of these solve this situation. Also cannot install none of other updates showed in the post. The OS is running on a VM and other updates were installed from Windows update service.I really appreciate your help or some idea in order to install these updates.Thank you very much for your attention.

Microsoft is now rolling out Windows RT 8.1 Update 3 (KB3033055) users. The update brings the new Start menu and changes to the Lock screen.
Windows RT 8.1 Update 3 has been in the works for quite some time and it represents the last major update users will see, as Microsoft has abandoned the development and announced that Windows 10 won’t be coming to Windows RT devices.
KB3033055 is available immediately, but it might take some time before it reaches everyone. If you own a Surface RT, Surface 2, or a Nokia Lumia 2520, you can go to Windows Update to get the update 3 manually. (Don’t forget to check the Optional updates, if you don’t see the new update available to you.)
In the screenshot you can see that Start menu for Windows RT is very similar to the Start menu available for Windows 10. However, the new menu for RT devices is much similar to the Start menu available on Windows 7.

In fact, the version of the new Start menu for Windows RT 8.1 is the design we have seen on early builds of Windows 10 Insider Preview. The reason is because the new Start menu found in the final version of Windows 10 is built using XAML and new API’s that are only found in the new version of the operating system.
How to enable or disable the new Start menu on Windows RT 8.1 Update 3
Once you download and install KB3033055 in your device, you won’t see the new Start menu immediately, you will need to right-click on the Taskbar, then go to Properties, navigate to the Start menu tab, and select check the “Use the Start menu instead of the Start screen” option, and click OK.
Then you’ll be asked to sign out and sign back in to commit the changes, select Sign out and change Start on the Change Start dialog box that appears.
If you want to go back to the old Start screen, simply go back to the Start menu properties settings and clear the the “Use the Start menu instead of the Start screen” option, and click OK. (Remember that you’ll need to sign out and in back again to see the changes.)
